State study to improve higher education

The Higher Education Coordinating Commission must study Oregon’s colleges and universities. It reviews each type of school’s mission and looks for ways to collaborate, restructure, or integrate. It may examine workforce-aligned programs, cut duplicate programs, link students to employers, funding options, and measures of affordability and financial health. The commission consults public colleges, faculty, staff, students, and other stakeholders, and it may hire contractors. A preliminary report is due October 1, 2026. The final report is due April 1, 2027.

Law takes effect immediately

The law declares an emergency and takes effect on passage. All duties in this act start right away, not later. The commission begins work immediately.
