AEDs and cardiac plans in schools

Beginning July 1, 2027, every K–12 public and private school must have a cardiac emergency response plan. To the greatest extent practicable, the plan follows national emergency cardiovascular care elements. Each school must have at least one automated external defibrillator (AED). Schools place AEDs per national guidelines in clearly marked, unlocked, and accessible spots while students are at school and during athletic practices or competitions. Schools share AED locations with local EMS, maintain and test AEDs per the manufacturer, train coaches and appropriate staff in CPR and AED use, and review the plan each year.

Stronger school safety programs statewide

Beginning July 1, 2027, every Oregon school district must keep a full safety program for all students and staff. The program includes procedures for evacuate, hold, lockdown, secure, and shelter in place. It must manage communicable diseases and respond to medical emergencies. It must include a cardiac emergency response plan that follows state law (ORS 339.345). It must also provide the required safety instruction set by law.

State board can set safety rules

Beginning July 1, 2027, the State Board of Education can adopt rules for the required school safety program. The rules can only address that program under ORS 339.405. This may set standards that districts must meet and could create compliance duties.
