Governor gains control of State Forester

The Governor, rather than the forestry board, appoints Oregon’s State Forester, with Senate approval. The forester serves a four-year term, can be reappointed, and can be removed by the Governor. Candidates must have organizational management experience plus executive or operational experience and expertise overseeing forests and wildfire management on western forestlands. The forester heads the State Forestry Department and serves as the forestry board’s secretary. The deputy takes over the forester’s authority during absence or disability. The forester can appoint deputies, assistants, and staff with board approval, subject to state personnel rules. The forester’s salary is set by law or, when no amount is set, by the Governor. The forester, deputy, and assistant foresters receive reimbursement for actual and necessary travel and other work expenses. The law takes effect upon passage under an emergency clause.
