The law allows publicly owned treatment facilities in the North Santiam Basin to be built before receiving a state water-pollution permit. Construction must begin on or after April 15, 2025, and before June 16, 2025. Owners still need an Oregon Department of Environmental Quality permit before operating or releasing waste or pollutants into state waters. All discharges must meet that permit’s terms. Other required permits, including a construction stormwater permit, remain necessary. The department can require changes to the facility to meet the final permit’s terms. The law takes effect upon passage under an emergency clause, and the exception ends January 2, 2027.
