Before approving a supplemental dismantler certificate, the city or county notifies all property owners next to the site. This applies when the business moves, expands, or opens another location. The law does not set the exact timing or method of notice.

Motor vehicle dismantler certificates last two years. The Oregon Department of Transportation renews a certificate only after the holder pays the renewal fee, files the required application, and keeps a valid bond. To move, expand, or add a site, the department must issue a supplemental certificate once local government approval is in hand, and a supplemental fee is due. The department may waive local approval for suitability on some renewals, but the fee and bond rules still apply.
