Clear licensing rules due by 2028

Every professional licensing board must publish the guidance in ORS 670.415 by January 1, 2028. Each board must also fully follow ORS 670.415 by that date. This gives license holders and employers clearer steps and expectations.

Immediate effect and 2025 rules removed

The law declares an emergency and takes effect on its passage. It also repeals Sections 2 and 3 of a 2025 law (chapter 618). That means the new licensing timelines apply now, and the repealed 2025 rules no longer apply.
