The State Board of Education must let schools count play-based learning as instructional time for kindergarten through grade five. Play-based learning means free play or guided play with clear learning goals, using age‑appropriate methods tied to standards. Physical education that follows ORS 329.496 and regular recess are not play-based learning. Schools may count play-based minutes toward required class time, but not PE or recess.
