Ballot title and voter guide deadlines

The ballot title follows normal rules. If Supreme Court review is not finished by March 12, 2026, the latest title certified by the Attorney General is printed in the voters’ pamphlet and on the ballot. A joint legislative committee writes the explanatory statement and the financial estimate, and must file both by March 12, 2026. Those filed versions appear in the voters’ pamphlet. A racial and ethnic impact statement is prepared under state law, with deadlines, a hearing, chances to suggest changes, any revisions, and certification set by the Secretary of State. These steps may begin when the Act takes effect.

Statewide vote set for 2026 primary

The law sends the referred parts of Chapter 1 (2025 special session) to a statewide vote. The special election happens on the same day as Oregon’s 2026 primary. It appears on the ballot only if the Secretary of State verifies the petition has enough valid signatures. The state’s regular election laws apply unless this Act says otherwise. The Act takes effect on passage, so election work starts now.

Pamphlet arguments deadline and short privacy window

People may file arguments for or against the measure in the voters’ pamphlet. The Secretary of State sets the filing deadline by rule, and filers must meet that date. Filed arguments are not public until the fourth business day after the deadline. After that, they are open for public inspection.
