Sign permit applicants can show landowner consent through a lease, easement, or other document signed by the current owner or authorized agent. Documents signed by a former owner or authorized agent also qualify if they bind later owners or recipients of property rights.
To move or rebuild an outdoor sign as a digital billboard, applicants must give up a sign or relocation credit. They must remove one existing sign and retire its permit, or retire one relocation credit. The removed sign, or the sign tied to the credit, must have at least 250 square feet of display space.
