Oregon online sellers must include all required fees in prices they advertise, display, or offer. This covers purchases completed on or after the law’s effective date. Government taxes and fees can remain separate, as can reasonable shipping or service-delivery costs the seller actually incurs. Service fees based on distance or buyer selections can remain separate if prominently disclosed before the buyer agrees to pay. Certain banks, mortgage businesses, and licensed lenders are exempt for transactions requiring disclosures under the listed federal laws. Broadband providers and affiliates are exempt when they meet the specified federal broadband label or disclosure rules. Breaking the price-disclosure rule is an unlawful practice under Oregon consumer protection law.
