New Oregon licenses for internationally trained doctors

Beginning January 1, 2027, internationally trained doctors can apply for provisional Oregon licenses. Applicants need board-approved comparable education and training, foreign graduate certification, and at least three years of practice elsewhere. They also need an Oregon clinical-facility job offer with supervision and assessment, good character and standing, and compliance with board rules. Applicants must pay a board-set fee; practice requires a licensed physician's supervision at an approved training site, a federally qualified health center serving underserved people, or another board-allowed location. Provisional licenses count as full licenses for credentialing and insurance billing and remain subject to board discipline. After four years of full-time-equivalent supervised practice, a successful clinical assessment, and completion of standard licensing requirements, doctors can apply for regular licenses. Related accreditation changes, including recognition of specified Canadian bodies, begin January 1, 2026, but apply only upon enactment of Senate Bill 874; board approval requirements remain.

Clearer licensing help for internationally educated workers

Beginning January 1, 2026, Oregon professional licensing boards must provide culturally responsive training for staff serving internationally educated applicants. The Office of Immigrant and Refugee Advancement must approve the training. Boards must also post clear website guidance explaining eligibility, application steps, costs, and timelines for professional licenses and other authorizations. The guidance publication deadline is July 1, 2026.

More funding for international doctor licensing

The Oregon Medical Board gets $59,747 more spending authority for the two-year budget period beginning July 1, 2025. The money comes from specified nonfederal, non-lottery revenues and supports licensing internationally trained doctors, not direct payments to applicants. The board must report to legislative health care committees by February 1 of each odd-numbered year. Reports cover applications from the prior two calendar years, licenses issued or denied, employers, and disciplinary or remedial actions.
