5 provisions identified: 3 benefits, 1 costs, 1 mixed.
Beginning July 1, 2025, Oregon can issue $2.34029 billion in general obligation bonds for the 2025–2027 budget period. The law also authorizes $5.1215152 billion in revenue bonds during that period. That includes $2.2195152 billion in direct bonds and $2.902 billion in pass-through bonds. This financing supports listed housing, college, transportation, business development, and state building projects. The law does not set direct household payments.
The law allocates $550.33654 million in private activity bond capacity for each of 2026 and 2027. Each year, Housing and Community Services receives $450 million, industrial development receives $40 million, and farmer loans receive $1 million. The Private Activity Bond Committee receives the remaining $59.33654 million each year. Federal limit increases caused by Oregon population growth, a sufficient Consumer Price Index increase, or federal law changes go to the committee. These allocations support program financing, not direct household payments.
Oregon's Department of Administrative Services can arrange $13.03791 million in financing during the 2025–2027 budget period. It can use certificates of participation and other financing agreements. This authority does not establish a direct household payment or a specific household service change.
Before Oregon issues Article XI-G project bonds, the college's constructing authority must certify matching funds for the same or similar purposes. Those funds must at least equal the state bond debt and cannot come from state debt under another constitutional article. Colleges with projects approved by this law cannot request another Article XI-G project before the 2029 regular legislative session begins. Withdrawing the approved project removes that request limit. For each two-year budget period beginning on or after July 1, 2025, authorizations are capped at $12 million per college.
The State Treasurer can issue Article XI-Q bonds from the specified project allocation. Net proceeds are limited to $2.5 million, plus estimated bond-related costs. The bonds must follow the purposes and issuance rules in section 8 of chapter 705, Oregon Laws 2013. Bonds from this allocation can be issued only through this authority.
