Bill Overview

Analyzed Economic Effects

4 provisions identified: 3 benefits, 0 costs, 1 mixed.

Low-income units required in qualifying projects

Oregon's housing department must require a minimum share of low-income units, when practicable, in certain projects it finances. This applies when any unit serves households above 120% of area median income. The department sets the minimum share by rule; the law gives no fixed percentage.

State must implement long-term housing lending

By January 1, 2027, Oregon's housing department must develop and implement lending strategies through rules. These strategies must support loans that can provide permanent, long-term financing for residential housing. The department must stay within its existing lending authority. This requirement sets no loan amounts or terms and guarantees no household benefit.

Tax relief reaches more mixed-income housing

The law expands property-tax and special-assessment relief for qualifying mixed-income housing owned through entities involving a housing authority. The authority can qualify as a general or limited partner, director, member, manager or general manager. The property must meet the state's mixed-income housing definition and tax-exemption compliance requirements. Commercial property leased to a taxable entity remains taxable. Owners are not required to pass tax savings on through lower rents.

Broader rent relief, fewer unit requirements

Housing authorities may include rent reductions for tenants earning up to 80% of area median income, up from 60%. The mixed-income housing definition also expressly includes meeting tenants' housing needs. Authorities no longer face the former minimum low-income unit shares or the alternative federal tax-law minimum under this authority. They must still find that many eligible people locally cannot obtain housing costing 30% or less of their income. No tenant is guaranteed a unit or rent reduction.
