Chaplains’ housing allowances count toward retirement

The law counts housing allowances toward retirement salary for active members of Oregon’s Public Employees Retirement System (PERS). This covers allowances for work as a prison chaplain or a chaplain at Oregon Health and Science University. It applies only to members whose retirement takes effect on or after the law’s effective date. Allowances paid before, on, or after that date count. This changes PERS salary calculations, not the member’s tax bill.
