Oregon adds a National Guard leader

The law increases Oregon’s Assistant Adjutants General from three to four: two Army National Guard and two Air National Guard officers. Appointees must hold federal recognition as lieutenant colonels or higher and have six years of federally recognized Oregon National Guard officer service. Appointment and promotion ranks cannot exceed brigadier general; promotions require the Governor’s approval and federal recognition at that rank. Assistants perform duties assigned by the Adjutant General, with pay set by the Oregon Department of Administrative Services. They serve at the Adjutant General’s pleasure, subject to resignation, loss of federal recognition, or removal for cause by court-martial. Voluntarily entering extended active duty automatically ends their appointment. When the Adjutant General dies or cannot serve, the highest-ranking assistant takes over unless the Governor or Adjutant General selects another assistant. The acting leader has all the office’s powers and duties until the Adjutant General returns or a replacement is appointed and qualified. Acting leaders who are state employees keep assistant-level pay; others receive Adjutant General pay. Within 30 days of taking over, the acting leader must provide a fidelity bond matching the Adjutant General’s required amount and process.
