2 provisions identified: 2 benefits, 0 costs, 0 mixed.
Oregon individual and group health plans with provider networks must provide covered initial and follow-up visits without unreasonable delays. This includes mental health, substance use treatment, and reproductive care, delivered in culturally appropriate ways. Plans sold outside the health insurance exchange must serve members in state-designated provider shortage areas or low-income ZIP codes. State standards must require enough mental and behavioral health providers accepting new patients throughout each plan’s service area. These standards cover licensed counselors, marriage and family therapists, clinical social workers, psychologists, and psychiatrists, based on members’ needs.
Oregon’s Department of Consumer and Business Services must review health plan networks yearly using a nationally recognized standard adjusted for members’ ages. State rules must address provider locations, shortage areas, specialists, and appointment wait times. Plans may count telemedicine providers toward network requirements under criteria set by department rules. Insurers cannot discriminate against providers working within their Oregon license or certification. State rules implementing that protection must follow federal requirements as of January 1, 2025, replacing the January 1, 2017 reference.
