Oregon creates emergency department with buying authority

The law creates the Oregon Department of Emergency Management to coordinate government and private-sector efforts before, during, and after emergencies. It must coordinate training, exercises, planning, preparedness, response, risk reduction, and recovery with state and local emergency groups. It must prepare a statewide emergency plan and update it as needed. The department can buy or contract for materials, supplies, and equipment, including vehicles, that it determines necessary for its duties. This buying authority specifies no funding amount or direct household benefit.
