Oregon shifts emergency communications oversight

Beginning July 1, 2025, Oregon’s Department of Emergency Management takes over the statewide plan for connecting public safety communications systems. Related staff, records, property, contracts, and obligations move from the State Chief Information Officer to the department. Unspent program money for the 2025–27 budget period can also transfer. Transferred employees keep their compensation, subject to changes otherwise allowed by law. Existing rules remain in place until replaced, and ongoing contracts and legal proceedings continue under the department.

State agencies pay for emergency communications

Beginning July 1, 2025, Oregon’s Department of Emergency Management must charge state public bodies for its estimated communications-plan costs. Each body must pay the charge as an administrative expense; department rules set how costs are divided and collected. Payments go into a dedicated Statewide Interoperability Fund, with ongoing authority for the department to spend on these duties. The first cost estimate is due July 1, 2025; later estimates are due January 1 of each odd-numbered year. Estimates go to state budget officials, and the law sets no charge amounts or direct household tax.
