Insurance premium help for affordable housing operators

Public, private, and nonprofit owners or operators can get help insuring affordable housing, shelters, Project Turnkey sites, and navigation centers. The program repays part of their property or liability insurance premiums after they pay the insurer. Participants must maintain both property and liability coverage. Oregon provides about $2.47 million for the two-year budget period starting July 1, 2025; payments depend on available fund money. The program ends December 31, 2028.

More insurance options for affordable housing

Oregon's insurance director can publish a list of affordable-housing coverages generally unavailable from insurers authorized in Oregon. The director must consult the state's surplus-lines insurance association when creating the list. Agents can place listed coverage directly with surplus-lines insurers, which operate outside Oregon's authorized insurance market. Agents do not need to search the authorized market first.
