Lower pension costs for Oregon school districts

The law creates the School Districts Unfunded Liability Fund to lower participating Oregon school districts’ pension costs. By June 30, 2025, money held on February 28, 2025, must offset districts’ individual 2025–2027 contribution rates in equal amounts. Later deposits must offset those rates in equal amounts for the two-year period following the deposit. The fund is separate from the General Fund, keeps its interest earnings, and invests in the Oregon Short Term Fund. Its money is continuously available to the Public Employees Retirement Board for a pooled account in the retirement fund. The board must set rules for proportional distribution, spreading the offsets over time, and account management. By February 1 of each odd-numbered year, it must report estimated distributions for the next two-year period to state budget officials. The law took effect upon passage and specifies no total funding amount or reduction per district.
