New fines for animal-racing law violations

The Oregon Racing Commission can impose civil fines up to $25,000, in addition to other penalties. These fines cover violations of ORS 462.020(1) and accepting or helping take animal-racing bets without authorization. The commission must set penalty rules and follow Oregon’s civil-penalty procedures. It must consider the violator’s history, corrective steps, prior violations, finances, and how immediate and serious the threat to the public good is. It can reduce or waive fines on terms consistent with the public good. Collected fines go into the state General Fund, credited to the Oregon Racing Commission Account.
