Oregon expands independent living housing eligibility to unmarried people ages 16–24 with at least six total months of homelessness after age 14. While homeless, they must have received services from a state-contracted group or qualifying host home, with the last services after turning 16. The state can also offer grants for food, shelter, clothing, transportation, and incidental expenses through an agreed spending budget. The law removes this section’s requirement that program residents pay some or all housing and support costs. Residents still need a state-approved independent living plan covering education, work, volunteer activities, or a combination.
