The law sets rules for local improvements proposed in unincorporated areas within an urban growth boundary. Local governments containing any part of the project can agree on how to divide authority over it. These projects must follow the comprehensive plan of any city where they are or will be located. Creating a local improvement district does not change which land uses are allowed within it.
