Endowment funding for UPR scholarships

The law requires UPR to deposit at least $125 million into the UPR Endowment Trust for scholarships. It also deposits any funds the Commonwealth assigned for FY 2021–22, FY 2022–23, and later for this purpose. UPR must review and amend the trust deed to match this law. Any change cannot let the trust spend more principal than the current deed allows.

UPR scholarships to cut tuition

The law creates a scholarship program at the University of Puerto Rico. Undergraduate and graduate students can get help if they keep satisfactory academic progress and show financial need. The scholarships are paid from returns on UPR endowment funds set aside for this program.

Stronger oversight of UPR scholarships

AAFAF, the UPR Board, the Department of Hacienda, and the Chief Financial Officer set metrics, rules, and financial tracking for the fund. They can form a committee to supervise UPR and watch distributions and investments. After each payout, UPR must send a report within 30 days proving each recipient met eligibility. Agencies can make or change regulations to run and enforce these rules.
