Bill Overview

Analyzed Economic Effects

4 provisions identified: 2 benefits, 0 costs, 2 mixed.

Funds for one-time setup costs

Beginning July 1, 2025, the Insurance Commissioner can give the Treasury up to 4% of the Commissioner’s annual operating budget, from the Insurance Industry Oversight Fund. The money pays one‑time administrative costs to carry out the insurance program.

Insurance contracts use auctions, with exceptions

Beginning July 1, 2025, the government normally chooses insurance contracts through bidding. Decision-makers may skip bidding only when it is not the most appropriate way to protect the public interest.

Who buys government insurance now

Beginning July 1, 2025, the Secretary of Treasury manages and buys insurance for the Government of Puerto Rico and its municipalities, unless another law says otherwise. For the Legislative Branch and its offices, the Presidents of the House and Senate manage and buy their insurance. The Comptroller, the Ombudsman, and the Civil Rights Commission may use Treasury’s program or buy their own coverage.

Public corporations may buy their insurance

Beginning July 1, 2025, the Governor can let a public corporation or authority manage and contract its own insurance after the Insurance Commissioner reviews the reasons and recommends approval. If authorized, the entity’s head must immediately report each policy in force or newly contracted to the Insurance Commissioner and the Secretary of Treasury, with the details the law requires.
