Bill Overview

Analyzed Economic Effects

4 provisions identified: 4 benefits, 0 costs, 0 mixed.

Mandatory training for teachers, principals

All public school teachers and principals in Puerto Rico must get training to teach values and ethics. Training covers key concepts, teaching tools, and ways to use them across subjects. It is ongoing and includes periodic sessions set by the Secretary.

Values and ethics in public schools

Puerto Rico’s Department of Education must teach values and ethics across all public schools. Lessons stress respect for human dignity and build character and social and emotional skills. Parents have the right to choose how their children learn about sexuality and affectivity. This applies to students in Puerto Rico public schools.

Compliance officer and online materials

The Department of Education must name a Compliance Officer to plan, coordinate training and materials, and check schools’ compliance. The officer prepares periodic reports and includes parents and the community in the process. All curriculum and resources used for this law must be posted on the Department’s website for public view.

Transition period before rollout in schools

From the law’s signature until the next school semester, the Department develops the curriculum and trains staff. Teaching of values and ethics then starts at the beginning of that next semester in all public schools. This gives schools time to plan and prepare.
