Bill Overview

Analyzed Economic Effects

3 provisions identified: 0 benefits, 1 costs, 2 mixed.

Fines for illegal tint and tampering

Driving a car with illegal tint is an administrative offense. The fine is $100 per violation. Taking or moving an approval seal, or altering the conditions for it, is a lesser misdemeanor. If convicted, the fine is $500.

Tint limits with some vehicle exemptions

The law bans one-way glass and tint on windshields and windows that lets under 35% of light through. Some vehicles are exempt: authorized government cars, ambulances, armored cash vehicles, registered domestic-violence shelter vehicles, tourist transport, and factory-tinted rear windows under 35%. The Secretary can also certify vehicles for security reasons or for government security contracts after review. Some exemptions need the Secretary’s approval.

Medical tint permits last five years

All tint certifications and permits now renew every five years from the issue date. People with certain chronic conditions do not need to renew while the condition persists and they can still drive. The listed conditions are lupus (systemic or cutaneous/discoid), malignant melanoma, vitiligo, psoriasis, albinism, and multiple sclerosis. A Puerto Rico–licensed doctor or optometrist must certify the medical need; a spouse or child with the condition can apply even if not the owner. The Secretary may send cases to the Medical Advisory Board and add limits. You must carry the permit and remove the special tint if you sell or give away the car. Rules and fees are set by regulation.
