Analyzed Economic Effects

3 provisions identified: 2 benefits, 0 costs, 1 mixed.

Police tourniquet training and legal shield

The Police of Puerto Rico trains every officer to use and handle tourniquets. Training must be accredited by the American Red Cross, the American Heart Association, or another accredited health or public‑safety group. Officers must retrain at least every two years. Officers who stay current get civil‑liability protection when giving emergency first aid under Puerto Rico’s Good Samaritan law. These training rules apply 180 days after approval.

Tourniquets in every police patrol car

The Police of Puerto Rico must keep a tourniquet in every patrol car’s first-aid kit. The device must meet safety and effectiveness standards approved by the U.S. Food and Drug Administration (FDA). The agency can accept donations of tourniquets, trauma kits, or money to buy them. These requirements apply 180 days after approval.

Rules, records, and enforcement for tourniquets

The Superintendent must issue rules within 90 days under Law 38‑2017. The rules cover tactical emergency care and basic first‑aid and resuscitation skills and must be reviewed over time. Each police office must keep records of who received tourniquets and each officer’s training status. Members who do not comply face discipline or other measures set in the regulations. The overall program takes effect 180 days after approval.
