Unlicensed gun-part activity brings felony penalties

In Puerto Rico, carrying, transporting, or using a gun or covered part without a valid license is a felony. Exceptions apply at permitted shooting ranges and hunting places. The prison term is 10 years, rising to 20 with aggravating facts or falling to 5 with mitigating facts. This offense allows no suspended sentence, diversion program, or alternative to prison. Possession without a firearms license is also a felony, with a 5-year prison term. Aggravating facts can raise that term to 10 years; mitigating facts can lower it to a minimum of 1 year. A gun reported stolen, illegally taken, or illegally imported into Puerto Rico counts as an aggravating fact for possession. These rules take effect immediately after approval.

Puerto Rico gun-part buyers need licenses

The law covers parts needed to fire a projectile, including the slide, barrel, chamber, and firing mechanism. Buyers need a valid Puerto Rico Police firearms license to acquire covered parts compatible with guns registered in their name. This applies to local gun shops, online purchases from abroad, and other legal ways of acquiring parts. The law keeps the rule that you do not need to own a gun to get a license. You can surrender your license to the Firearms Licensing Office for cancellation at any time. At the same time, you must surrender your guns to police or transfer them to another licensed person or gunsmith. The law takes effect immediately after approval.
