Bill Overview

Analyzed Economic Effects

4 provisions identified: 1 benefits, 1 costs, 2 mixed.

Separate island funds for preservation

The law creates a permanent preservation fund for each island. Culebra and Vieques keep separate, special accounts. Money collected in each place can be used only for that island. The municipalities and the Maritime Transport Authority must set rules and accounting to manage the funds.

Ferry operators must collect and remit fees

Maritime carriers must add the $2 fee at ticket sale. They must send the full amount to the correct municipal account every quarter. They cannot keep any part of the fee.

Visitors pay $2 to enter islands

Visitors who enter Culebra or Vieques by boat pay an extra $2 each time. The fee is charged when you buy the ferry ticket. It can also apply to air travel if the law allows. Residents of Culebra or Vieques do not pay. Local merchants who register as bona fide do not pay, unless their business activities affect the environment.

Visitor behavior rules and fines

Culebra and Vieques, with Natural Resources, set visitor rules to protect the environment. The program must consider controls on products that can cause pollution. Municipalities can fine people who break the rules. Fine money goes into the islands’ preservation funds.
