Bill Overview

Analyzed Economic Effects

4 provisions identified: 1 benefits, 0 costs, 3 mixed.

Price cap on affordable home sales

For High Impact Housing homes sold to buyers, the top sale price is the FHA limit for the town. The Housing Department can approve up to 25% higher, but it must write up specific reasons and attach proof. Check the FHA limit for your municipality and whether an increase was approved before you buy.

Housing law overrides conflicts, starts now

This housing law beats any Puerto Rico rules that conflict with it. The Housing Department must update its rules to match federal requirements. The law treats High Impact Housing as including social and middle‑class projects. The law takes effect right away.

Unit rules and base prices for rentals

The Housing Department sets by rule the size, features, and base price of a basic affordable unit. For rental projects by private builders or the Department, social‑interest housing means simple row or walk‑up buildings for low, moderate, and middle‑income families. These rules guide what you can expect in unit layout and base price.

Who qualifies for housing help now

If you do not own a home, the law sets who counts as low/moderate income and who counts as middle‑class. You are low/moderate income when your yearly income is at or below limits the Housing Department sets by rule. You are middle‑class when your income is above that limit. The Housing Secretary sets these income limits and the maximum allowed housing costs, and reviews them every year. These rules decide who can qualify and what prices apply.
