Drug tests and checks for youth coaches

The law requires trainers for teams in clubs tied to the Department or sports federations with minors under 18 to pass a police background check and a drug test. A certified lab sends results directly to the Department, and the applicant pays the full cost. Clubs and federations may not hire or use a trainer for activities with minors until these results are on file. The Department sets which drugs are tested and lists approved labs in regulations. Trainers who already held a license must file a negative test within 60 days after the new rules are approved. The law takes effect 180 days after approval.

Random tests and medical exceptions for coaches

Licensed trainers are subject to random, periodic drug testing while a license is valid. Tests are limited to drugs in Classes I and II under Puerto Rico’s controlled substances law. If a test is positive for a Class II drug, the trainer can show a valid prescription. Rules must cover notice of a positive, a chance to challenge it, provisional steps, and protection of minors. Trainers registered as medical cannabis patients under Law 42-2017 are recognized as an exception when they do not pose a risk to minors. The Department’s rules set the drug panel and ensure truly random selection.
