Caregiver registry links you to help

Puerto Rico keeps a registry of informal caregivers. The Department of the Family identifies your needs and connects you to services or referrals. The registry guides outreach so caregivers get the help they need.

Caregivers can access health information

With the care recipient’s or legal guardian’s consent, you can access their health information. Providers must include you on the care team when HIPAA privacy rules allow.

Right to caregiver training and skills

You have a right to get training and continuing education to give safe, healthy care. Courses must teach laws and rights, physical and emotional care skills, self-care and respite, and how to handle money, legal, and social planning. Agencies and training providers must include these topics in their programs.

Caregivers in policy and stronger workforce

Agencies must create initiatives that protect, strengthen, and develop long-term care and support informal caregivers. Government rules must include informal caregiving, and agencies must collect data and support research on caregiver registries and needs. Caregivers have a formal voice in policy and program design. The interagency plan targets hiring and keeping direct care workers, better pay and benefits, training, and labor incentives.

Respite help at home for caregivers

Caregivers have a right to state-backed respite for safe, meaningful breaks. Respite can include education and planning, direct care and emotional support, help with hygiene, and errands. The Department of the Family identifies and refers you to respite, including private or nonprofit providers, when funds and program rules allow. These home supports apply when the person lives in their usual private home, not in hospitals, rehab, assisted living, or licensed care homes.

Emergency plans prioritize caregivers and elders

State, city, and nonprofit emergency plans must give priority to informal caregivers and the people they support. Each plan must include a special section for caregiver needs and keep an inventory of older adults who depend on medical equipment. These protections apply whether or not the caregiver is registered.

Future planning for families and students

The Department of the Family offers families training on future planning for aging and caregiving. You learn resource management, decision-making, and where to find supports. Schools must also teach future planning so students are ready for an aging society and possible caregiving roles.

Registered caregivers: two workshops each year

If you are in the caregiver registry, the Department refers you to workshops and tracks your attendance. You must complete at least two workshops every 12 months. Topics include first aid, home safety, chronic disease care, hygiene, elder abuse, nutrition, assistive devices, and self-care.
