Bill Overview

Analyzed Economic Effects

5 provisions identified: 4 benefits, 0 costs, 1 mixed.

Half-price transit, free at 70+

Public buses and ferries run by Puerto Rico governments charge half fare to riders who are 60 or older or who have a disability. Riders who are 70 or older ride free. You must show an eligible ID to get the discount or free ride.

Priority lines at government offices

People with a certified impairment, people 60 or older, pregnant women, and veterans can use express lines and priority turns at covered government offices. Show a valid ID, age proof, veteran card, or impairment certificate to use these lines.

Clear signs to show discounts

Government-run venues and transit post clear signs that a 50% discount is available for eligible people. Tickets must say the 50% discount on the back and be marked so they stand out. Signs also tell people that a share of tickets is set aside for discounted sales.

One ID symbol for seniors and disabled

The transportation agency adds a special symbol on driver’s licenses and ID cards to show a person is a senior or has a disability. It may also accept other age proof or medical certifications, and can offer a digital option like CESCO Digital. Agencies protect data, keep records current, and train staff to check status. Within 120 days of approval, rules are issued and the change is completed; old cards and Health Department certifications keep working during the transition. The law repeals older ID laws and replaces them with this unified system.

Half-price event tickets for seniors and disabled

If you live in Puerto Rico and are 60 or older or have a disability, you get one ticket at 50% off for each show, activity, or game held in government-provided venues. Show a valid license, ID card, or accepted proof when you buy and when you enter. At least 5% of tickets per performance are held for eligible buyers; any still unsold five days before the show can be sold at the normal price, except when sales start less than five days before. You cannot request discounted tickets for events at the same date and time, and you cannot get more than one discounted ticket across multiple performances of the same activity.
