Coamo forest gains protection and use limits

The law takes effect immediately upon approval and names Finca Gabia in Coamo, about 160 cuerdas, Bosque Gabia. Only land classified as forest under Puerto Rico’s Forest Act joins the State Forest System. The Department of Natural and Environmental Resources must identify those lands and mark their boundaries. Other land stays under the Puerto Rico Land Authority for uses allowed by its laws and rules. The forest’s purposes include habitat restoration, protection of native and endemic species, reforestation, environmental education, community participation, research, and quiet recreation. All uses must fit the Forest Act’s conservation and forest management goals. The Land Authority keeps custody and management; the department must coordinate with it through written agreements and management plans. The law recognizes the 10-year co-management agreement signed April 29, 2024, with the Caribbean Soil and Water Conservation District. Both agencies must adopt rules within 180 days after approval. The department must report yearly to the legislature on reforestation, conservation, education, research, and quiet recreation.
