New service guide for Deaf Puerto Ricans

The law requires Puerto Rico’s Deaf Community Liaison Office to create, maintain, and publish a catalog of all available government services for Deaf people. Print and electronic versions must include sign-language interpretation, Spanish and English subtitles, and visual aids. Government agencies must supply updated service descriptions, eligibility rules, contact details, and information about interpreter availability. Agencies must also share and link the catalog through their print and electronic materials. The Office must work with health, family, education, transportation, housing, and other direct-service agencies to check and update information. It must coordinate with Puerto Rico’s technology service on technical management, secure storage, and sharing, following federal and Puerto Rico disability-access standards. The catalog does not replace or limit Deaf people’s right to equal access to all public services. The Office must update it at least every two years and report its contents and progress to lawmakers within six months of enactment. The Office can seek and receive public or private donations, submit funding proposals, and make partnerships supporting the law. It can match available funds with federal, state, municipal, or private contributions, but the law provides no specific funding amount. The law took effect immediately upon approval.
