Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 0 costs, 2 mixed.

Broader harassment protections for sports participants

The law takes effect immediately upon approval and covers physical and online sports spaces, regardless of participant numbers. Covered spaces include courts, gyms, stadiums, training centers, camps, sports residences, and digital training or official communication platforms. Harassment includes unwanted sexual conduct, requests for sexual favors, and physical or online contact used to intimidate or limit participation. Puerto Rico’s Department of Recreation and Sports must provide a public online channel for confidential complaints about violations. The channel must explain complaint handling, automatically refer complaints to the proper authorities, and protect the complainant’s identity.

Sports groups face annual approval checks

Sports groups receiving public funds, sponsorships, or endorsements, or using public facilities, must obtain department accreditation lasting one year. Accreditation is required before public contracts or funding awards are finalized. Groups must file an electronic statement, sworn under penalty of perjury, confirming compliance and no history of sexual harassment. False statements immediately cancel accreditation, void contracts, and may block future grants. A public online registry lists compliant groups, groups working toward compliance, and suspended groups, with updates every three months. Failure to register or update information can suspend endorsements or access to state or municipal sports facilities. The department must also publish an annual report with complaint statistics, administrative actions, and noncompliant groups.

Sports groups get training and safety rules

The sports department must adopt a shared prevention and response protocol within 120 days after the law’s approval. It must cover confidential investigations, immediate victim protection, protection against retaliation, required notices to authorities, and annual training for coaches, referees, and staff. Public and private sports groups receiving public funds or using state or municipal facilities must prominently post it and law information on websites and social media. The department works with education officials, the Puerto Rico Olympic Committee, and sports federations to teach respect and harassment prevention. It provides free workshops, training, and mentoring using existing resources, without added expenses or new positions.
