Puerto Rico statistics agency gains more control

The law takes effect immediately upon approval and updates the Puerto Rico Institute of Statistics’ operating rules. The Institute is an independent agency within the executive branch, with separate finances. It is exempt from government-wide laws covering public records, financing and leasing contracts, personnel, labor relations, accounting, centralized purchasing, and government transitions. The exemption also covers the centralized bidder registry. The Institute can set its own rules for hiring, pay, contracts, property, and budgets. Its board must approve equipment, materials, or services worth more than $100,000, up from $36,000. Agencies keep their statistics duties but must follow the Institute’s standards for collecting, analyzing, and publishing data. The Institute can require information from public and private sources within the law’s limits. Its regulations must follow Puerto Rico’s current administrative procedure law. The Comptroller must audit its finances at least every two years.
