Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

Shade and water for young athletes

Puerto Rico sports groups with teams of minors must provide shade structures and an accessible drinking-water station. They must assign someone to monitor the heat index and ensure regular hydration; a parent volunteer or coach can serve. Groups must have personnel trained to spot and manage heat stress. Coaches and tournament organizers must complete the Recreation and Sports Department’s continuing-education certification on how heat affects children. Registered sports and recreation groups dedicated to minors must comply and report their actions within 180 working days after approval. Reports go to the Department, with copies to the secretaries of both legislative chambers.

Heat safety limits for kids’ sports

Puerto Rico’s Recreation and Sports Department must set outdoor-sports heat rules with Education, considering sports federations’ recommendations. Rules must use wet-bulb globe temperature (WBGT) to assess heat risk and require 7–14 days of heat adjustment each season. They must address restricting or rescheduling practices, training, and events during the 11 a.m.–2 p.m. sun-exposure window. Outdoor activities are prohibited when authorities find a sun or heat health risk. If an activity must proceed, rules require at least five minutes of shaded rest after no more than 15 minutes in sun. Education must certify supervisors’ heat-illness and basic first-aid training and establish a high-heat emergency plan using cold-water immersion or equivalent rapid cooling. The law took effect upon approval; Education must comply and report to the Recreation and Sports Department within 180 working days, copying both legislative chambers’ secretaries.
