Bill Overview

Analyzed Economic Effects

4 provisions identified: 3 benefits, 0 costs, 1 mixed.

No quotas that block breaks

Employers cannot set quotas that stop you from taking meal, rest, or bathroom breaks. They cannot force you to break safety and health rules to meet a quota. You cannot be punished for missing a quota that blocks those rights, or for a quota that was not disclosed. This applies at covered warehouses.

Who this warehouse law covers

The law covers nonexempt workers at qualifying warehouses. An employer is covered if it has 100 or more workers at one Rhode Island warehouse, or 1,000 or more across warehouses statewide. Covered warehouses are NAICS 493110, 423, 424, or 454110. Exempt employees and smaller employers are not covered. The law is in effect now.

Stronger protection from retaliation

If you use your rights under this law and then get disciplined, the law presumes retaliation. The employer must prove otherwise. This makes it easier to challenge unlawful discipline at covered warehouses.

Written quotas and your work data

Your employer must give you, at hire, a written list of every quota that applies to you. The notice must show the number of tasks or items and the time period, plus what discipline could happen. When quotas change, the employer must tell you in writing. After you ask, you can get your own work‑speed data and aggregated data for similar workers at your site. These rights apply at covered warehouses.
