Bill Overview

Analyzed Economic Effects

4 provisions identified: 1 benefits, 1 costs, 2 mixed.

Electronic mileage forms and e-signatures

When the DMV launches the new electronic title system, your mileage form can be online. You and the other party can sign electronically. No notary is needed. The mileage must appear on the title and on your annual renewal. To register an out-of-state car, you must show the prior owner’s title and the mileage disclosure. The new title can be electronic or a secure print and must show the mileage.

Per-use fees for online DMV filings

Starting July 1, 2027, the DMV can charge a per-use fee for online title, lien, and registration services, including digital titles. Fees must reflect market costs and work with the DMV’s payment provider. This can raise what you pay when you file online.

Digital titles and lien rules for owners

Beginning July 1, 2027, the DMV can issue secure digital vehicle titles. A digital title is official and you can see it online in real time. Liens and lien releases are sent and recorded electronically. The DMV may wait to print a paper title until the last lien is paid. Certified electronic records, including the lien record or title, count as legal proof. An electronic title counts as being in the lienholder’s possession.

Online title and registration for businesses

Starting July 1, 2027, the DMV can run an electronic system for titles, liens, and registrations. Once it is live, businesses must file these applications online. If your business files fewer than 25 a year, you are exempt. All other business filers must join within one year of launch unless exempt. Online filing should cut paperwork and speed processing.
