Two-person freight crews and fines

Beginning October 1, 2026, any train or light engine moving freight in Rhode Island must have at least two crew members. Hostler service and utility employees do not count toward the two. Companies, individuals, or other entities that willfully break this rule face fines per occurrence. Fines are $250 to $1,000 for a first offense; $1,000 to $5,000 for a second offense within three years; and $5,000 to $10,000 for a third or later offense within three years. The rule improves rail safety and helps protect onboard jobs.
