Tougher rules for paid tax preparers

The law now sets strict rules for paid tax preparers in Rhode Island. A “ghost preparer” is someone who gets paid to prepare a return but does not sign it or use a valid IRS PTIN. Paid preparers must sign every return and include their PTIN. Fines are $500 per return for missing due diligence on the earned income credit or the property tax relief credit. Willful fraud brings at least $1,000 per return, and violations after a suspension or revocation can cost up to $5,000 or $10,000 each. The tax administrator can suspend or revoke a preparer’s filing rights and will post a public list of barred preparers.
