Mobile crisis care covered for kids

Beginning January 1, 2026, most health plans in Rhode Island must cover mobile crisis response and stabilization for children and youth age 18 and under in an acute mental health crisis. Coverage follows the state’s mobile crisis model and must allow fast response, de‑escalation, stabilization, and follow‑up care. Plans cannot use utilization review to delay access or change how the model works. The services must be provided by certified outpatient behavioral health organizations with child crisis expertise approved by the state. This rule does not apply to limited‑benefit policies like hospital indemnity, disability income, accident‑only, long‑term care, Medicare supplement, specified disease, and similar limited policies.

Plans must pay mobile crisis Medicaid rates

Starting January 1, 2026, insurers, nonprofit hospital and medical service plans, and HMOs must pay certified mobile crisis providers at least the state’s Medicaid rate for these services. The state’s executive office of health and human services sets the prevailing integrated Medicaid rate and certifies the providers. This helps ensure providers get paid fairly and supports access to crisis care for kids.
