New rules for work-zone equipment

The law clarifies when heavy work equipment counts as "mobile equipment" on public roads. "Incidental" use now means the machine is actively doing work in an active work zone, or crossing a highway inside that zone. Driving down a highway under the machine’s own power is not incidental. The law lists common road-work machines as mobile equipment and excludes trucks or trailers built to carry people or cargo, even if they have tools attached. It takes effect upon passage.
