Camp licensing regulations phase in 2027

The health department writes rules to carry out the youth camp law. Any rule that creates licensing or inspection requirements does not take effect until January 1, 2027. The department is the agency in charge of these rules.

New safety rules for youth camps

Beginning January 1, 2027, Rhode Island youth camps must meet new licensing rules. Camps must provide safe drinking water and keep buildings in good condition. A current fire marshal certificate from the past year must be on site. A director or assistant director must be present, and at least one staff member must be trained in first aid. Hazardous activities like aquatics, archery, horseback riding, or firearms must be led by qualified specialists. Staff over 18 need criminal background checks and training on behavior, emergencies, and child abuse reporting. Camps must keep camper records, operate only as the licensed type, and post the license at headquarters.

State inspections for youth camps begin 2027

Beginning January 1, 2027, the health department inspects facilities before issuing a first youth camp license. The department also inspects every licensed camp each year. These inspection rules apply to all youth camps.
