Stronger penalties for leaving kids in cars

In Rhode Island, leaving a child under 7 alone in a car can lead to criminal charges under other laws. Police can still give a verbal warning when appropriate. The warning must explain risks like kidnapping and dangerous heat inside the car. The law removes the old ban on fines and on keeping a record of warnings. The law takes effect upon passage.
