State agencies confirm rules every five years

The law requires each state agency to e-file a notice with the Secretary of State every fifth year on the first Tuesday in January, on a schedule the Secretary sets. The notice must list all rules then in force and include an attestation that the agency reviewed them and they remain effective. The law repeals the old rule that required periodic refiling of all rules. Any rule adoption, amendment, or repeal still follows the normal process in chapter 42-35. These changes take effect upon passage.
