Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

More public oversight of mail ballots

The State Board stores received mail ballots in a secure, camera‑monitored area. It begins certifying them 20 days before the election and continues on election day. The Board must let the public watch processing from a secure area. Voters, authorized representatives, candidates, equal party representatives, and the press may attend; reps must show written permission. Session notices must be posted on the Board’s and Secretary of State’s websites at least 24 hours ahead, and candidates and party chairs also get notice. Ballots are not invalid if notice is missed. People listed above can challenge the process with the executive director, and the Board can review those decisions.

Stronger ID and signature checks for mail ballots

When you apply for a mail or emergency mail ballot, you must give your Rhode Island driver’s license or state ID number, or the last four digits of your Social Security number. During certification, two reviewers compare your name, address, and signature on the envelope to the voter file. If they do not agree, supervisors may check your application and the ID numbers you provided. If a mismatch remains, your envelope is set aside and you are notified to fix it. The Board makes the final decision on any envelope not cured.
