Clearer election counts and longer recount window

The State Board of Elections now counts both state and federal returns and declares the results. A candidate has nine days after results are declared to ask for a recount. Only candidates in that race can file, and recounts follow the state's recount procedures. The Board issues election certificates only after any recount is finished, then certifies winners for state and federal offices. This law takes effect upon passage.
